ACNH for many is all about making the most aesthetically pleasing island and home they can, luckily with the latest DLC they can focus on this aspect even more.
The trailer for Happy Home Paradise mentions players will be able to redesign villagers homes although it isn’t too clear based on the trailer alone.

How to Redesign Villagers Homes In Animal Crossing: New Horizons
Once you have designed a number of vacation homes, you’ll unlock the ability to redesign the homes of villagers back on your island.
You’ll have to complete 30 designing jobs on vacation lots before you can do the same for your villagers. On the plus side, all that grinding will reward you with a number of other things.
Your first two jobs will unlock the use of the Paradise Planning Network, which is essential. Five jobs will give players even more storage space to use.
15 completed jobs will allow you to use your DIY furniture to be used in designs. 30 jobs will unlock the apparel shop and the ability to redesign your villagers’ homes.
There is tons more to discover by doing jobs but those are some of the most prominent!
Once you have created enough holiday homes to be deemed worthy of your town, head to Tom Nook at the Resident Services.
You should now be able to suggest the idea of remodelling your villagers’ homes, if successful, you’ll now need to choose a client!
